Abstract:

Through this paper we will present the approach used in the CRISADMIN Project in order to first design a qualitative theoretical framework describing the context of the Crisis Management field, with a particular focus on Critical Infrastructure Protection. Then we will show how we moved from such a theoretical framework to a first qualitative but more grounded to reality model, by analysing the causal relationships among the various and most “meaningful” parts of three main infrastructures (those chosen to be part of the final model of the CRISADMIN DSS tool). Such infrastructures will be modelled according to the System Dynamics methodology and, in particular, in this first step of the modelling phase, we will show the qualitative modelling approach (that of Systems Thinking) which has been carried out by means of causal loop diagrams design and definition.
